Topic: Real effects of regulatory intervention: firms’ response to complaint investigations

Abstract:
This study examines the effects of regulatory investigations on firms’ operational resource allocation decisions. Using a unique dataset from the aged care industry, we investigate the association between undisclosed complaint investigations by regulators and organisations’ subsequent staffing levels and mix. Results suggest that resource allocation to operational staff significantly increases following regulatory investigations. Furthermore, cross-sectional results show this association is more pronounced in firms that are profitable, owned by non-profit providers, and that have a lower proportion of clients with dementia.
